Effective, efficient and also sustainable water management is possible by combining various factors. To begin with, basic and advanced technology should be backed up from technical aspect such as engineering so that water management can be done based on this. Recently, with the advent of the Industry 4.0, many technologies are emerging in water management due to the rapid development of science and technology such as ICT (information and communication technology), and new possibilities are presented on that account. Many cases, such as IWRM and SWM, are realized in the water management field.

However, it is obvious that this technology is necessary condition, but can it be considered a sufficient condition? The circumstance for implementing water management policies, including the introduction of new technologies, have become significantly more difficult than in the past. The reason is that the stakeholders are diverse, the interests are complex, and it is difficult to adjust or resolve them. Changes in water management have direct and indirect impacts on stakeholders, and in particular challenges such as cost sharings are accompanied by acute conflicts. The reason why water governance is highlighted is that this social change in terms of water management cannot be ignored any more.

We are making efforts to establish policy concept and frame through consensus, to share them widely and to realize them both in the international community and in each country. The SDGs can be acknowledged to be representative. The WGG (Water and Green Growth) is a concept to realize sustainable water management that is better economically, socially and environmentally. This presentation examines the importance and role of policy frameworks in water management and discusses implications through WGG research cases.
